Isn't this what the Republicans wanted? To render government so inept that people would stop relying on it?
This doesn't strike me as happy or funny at all. At one point, FEMA had resources and expertise that no one else did. Now people have less to help them out.

Bushies strike again: FEMA has become more of a threat than a promise (I think brother Neil did the same type of damage to protections during the S & L crisis)

Not surprising it seems to be their MO. A close friend was an EPA attorney and a staunch Republican.
When Bush got in they cut the funding for the EPA using their "starve the beast" strategy. If they can't do away with something openly in Congress because its popular, they just cut the funding for it.
My attorney friend eventually resigned in disgust. He told me that he had a list of over thirty corporate polluters that were dumping really toxic waste in to the environment in the state but with no funds to actually mount the case there is nothing that you can do.
De Lay is trying to do this with targeted circuit courts he doesn't like. Congress controls the funding for the courts and has the power to do it. This is coercion of the independent judiciary that the founders designed.
FEMA’s budget has also been hacked to death as well as stuffed with hacks. Is anyone surprised?

Isn't a Coast Guard Admiral heading the FEMA effort in NO? Is this the same guy?
