That's the Bush DoJ you're talking about. Hell, I'm grateful that their idea of upholding the law extends as far as take-a-number-and-wait ... initiating a covert investigation of each prospective whistle-blower would be more their style, and it would be more surprising, frankly, to learn that they haven't blithely been doing just that.
