It's a little misleading, since it's from the perspective of countries that give a shit about Eurovision, as opposed to those (esp. the UK) that regard it as a night of high camp. Estonia Dreams of Eurovision! is a very good introduction to the former, whereas listening to Terry Wogan's TV commentary on the BBC site (or Ken Bruce's radio commentary) explicates the latter.
Oh, and the voting has to be explained: the united Europe only goes so far. All the Scandinavians and Baltics and former Yugoslav countries vote for each other, as do Greece and Cyprus.
